| Our current understanding of safeguards is limiting our ability to formulate complete safeguard solutions. These models arise from a reactive orientation and emphasize reactive safeguards. This paper contributes a new model of safeguards that arises from a proactive orientation and emphasizes preventive safeguards. The new model indicates packages of complementary classes of safeguards that together confront hazards in a compounded and preventive mode. |
